There are no standard policies state-wide.  We negotiate on a case by case
basis with varying degrees of success.  Full recovery is usually received
from subcontracted federal funds and discretionary county & city funds.
When the state agencies have published limits for specific programs,
however, we receive limited to zero F&A recovery.
