Senior Grants and Contracts Administrator California State University Long Beach Foundation Central Office Full-time w/benefits POSITION #1508 DESCRIPTION: Under the general direction of the Director of Grants, Contracts and Foundation Programs, the Senior Grants and Contracts Administrator is responsible for the day to day supervision of the post award administration of sponsored grants, contracts and agreements. Responsibilities also include the planning, coordination and supervision of four Grants and Contracts Administrators. In the arena of post-award administration, the Senior Administrator performs the most complex assignments. The incumbent must possess strong managerial, communication, organizational and supervisory skills and be knowledgeable of the current best practices in grants and contracts administration. Additionally, it is expected that the incumbent will possess interpersonal skills to develop and maintain cooperative and productive working relationships within the Foundation, the University and with representatives of funding source agencies. Although the position is primarily post-award, the Senior Administrator has pre-award duties which include reviewing proposals/applications and assisting faculty and staff in preparing grant or contract budgets. This position is the primary interface with Office of University Research pre-award staff. ESSENTIAL JOB FUNCTIONS: Provides support and direction to post-award staff with emphasis on the delivery of customer service to faculty, staff, and other constituents. Represents the Foundation in a positive manner to project directors, University personnel and funding agencies. Meets individually with faculty to introduce them into the grants and contracts arena and provide one-on-one personalized service. Develop work processes that are efficient and effective for grants administration; including review of current processes and recommending efficiencies. Updates and maintains grants and contracts procedures in compliance with federal and other regulations and Foundation and University policies. Maintains and updates Foundation Project Directors Manual. Responsible for ensuring timely invoicing of cost reimbursable agreements and federal letter of credit drawdowns to maximize cash flow within federal regulations. Prepares, analyzes and negotiates complex contractual documents on behalf of the Foundation. Ensures terms and conditions are acceptable to the University and the Foundation. Prepares and negotiates subcontract documents ensuring compliance with federal regulations and/or other funding source regulations. Supervises preparation of draft facilities and administrative costs revenue for annual budget. Assists in working with the consultants retained to prepare the facilities and administrative costs proposal and the Cost Accounting Standards DS-2. Act as departmental liaison for sponsored programs audits, including the A-133 audit. Manages and maintains the grants module. KNOWLEDGE, SKILLS, & ABILITIES: Ability to communicate in a clear, concise manner both orally and in writing; excellent analytical and mathematical skills necessary. Working knowledge of OMB Circulars A-110, A-21, A-133, knowledge of FAR desirable; demonstrated ability to develop and maintain cooperative and productive working relationships with Foundation colleagues, University faculty and staff, and representatives of various organizations and agencies; act in a professional manner with employees and administrators of all levels; must possess tact, diplomacy, flexibility for determining appropriate course of action; must be able to reason logically and utilize appropriate judgement; ability to prioritize tasks, work independently, maintain confidentiality and take the initiative to improve upon current operations; ability to work under pressure inherent in meeting numerous deadlines, conflicting deadlines; ability to plan, direct, and evaluate the work of department in the absence of director. Intermediate knowledge of Lotus 5 or comparable spreadsheet program and WordPerfect or 7.0 essential, experience with an integrated accounting system helpful. Familiarity with IFAS accounting software helpful. EXPERIENCE/EDUCATION: Four year college degree required in business/accounting, related field. Minimum 6 years experience in progressively responsible contracts and grants position at a foundation, university or other non-profit organization. Supervisory experience of non-clerical staff required. SALARY: $18.68 - $23.15 per hour. FILING DEADLINE: Open until filled.
