Yes it is possible to purchase a firearm with federal grant $$ WHEN IT IS
BEING USED IN AN APPROPRIATE MATTER.

The best example I can think of is the case of DNA guns.   Simply put, the
process involves coating the tip of a bullet with the desired material and
blasting it into a willing receptor.
