University of California, Los Angeles (UCLA) Office of Sponsored Research Contract Officer, Business Research Partnerships The Contract Officer as part of the Sponsored Research Business Research Partnership unit serves as a member of the Industry Contracts Team and is responsible for effective relationships with industry sponsors of UCLA clinical and research programs. Responsible for a wide variety of complex operational and administrative functions including drafting and negotiating contracts for the performance of research. Provide consultation to industry scientists and business officers, and University investigators regarding the types and terms for the support of University programs by industry, such as options for financial support, ownership and exploitation rights to patents and intellectual property, use of the University's name, liability and insurance requirements and termination. Serve as the University Business official for performance according to the terms and conditions of contracts. Review new and revised University policies and procedures related to university-industry relationships and provide analysis of impact to Office of the President, UCLA Vice Chancellor-Research and other administrative officials. QUALIFICATIONS: Demonstrated working knowledge of the research, public service and patient care environments at a major university. Demonstrated working knowledge of research methodology. Demonstrated working knowledge of industry contracting and subcontracting practices as well as Federal Acquisition Regulations. General knowledge of accounting principles and financial management and demonstrated ability to effectively evaluate cost and pricing structures. General knowledge of University policies relating to academic personnel, the appropriate use of University facilities, sales and service activities, research regulatory compliance requirement, stewardship responsibilities, use of animal and human subjects, appropriate overhead rates, publication rights, etc. preferred. Working knowledge of copyright and patent law and demonstrated working knowledge of the technical and legal issues affecting protection, use and exploitation of intellectual property. Demonstrated skill in drafting and negotiating contracts. Ability to analyze complex technical data using logic and quantitative reasoning. Skill in analyzing relevant issues or concerns, formulating alternatives to affect resolution, and selecting alternative problem resolutions having evaluated all implications for implementation of a given solution. Demonstrated management and professional skills, education and business acumen to effectively serve investigator and sponsor clients, yet represent and advance the best interests of the University corporation. Demonstrated written and oral communication skills. Ability to develop and maintain effective working relationships with a diverse, multicultural, environment interacting frequently with faculty members, staff, students and research community representatives.
