I don't have specific info about NEA; however, you may want to check the guidelines.  Sometimes "one application per" allows you to submit one per component (e.g., college or school).

When we receive more than one for sponsors that limit apps to one per college, we ask the college research office to select the one to put forth.  If it is truly one per organization, our campus research committee makes the selection.
