OMB MAKES MORE REVISIONS TO COST PRINCIPLES
>The Office of Management and Budget (OMB) has dropped a proposal that
>would have required research institutions to justify costs for buildings
>supported with federal funds that exceeded certain benchmarks. In a June
>1 revision of Circular A-21, "Cost Principles for Educational
>Institutions," OMB instead establishes a review and documentation
>process to ensure that facility costs included in an institution's
>facilities and administrative cost rate are reasonable.

>The revision also implements an alternative approach for payment of
>utility costs, provides additional guidelines on depreciation and use
>allowances, and allows trustee travel expenses. Smaller institutions
>that use the simplified allocation method are now encouraged to use
