Position Title: Associate Controller of Sponsored Programs
Accounting

I. SUMMARY OF BASIC FUNCTION
Responsible for the overall management and supervision of the post
awards
administration of sponsored awards. Develop, design, and implement
policies and
procedures to support the delivery of customer service to research
departments
as well as comply with federal and other regulations. Responsible for
setting
long and short term goals within the operations and is expected to be
knowledgeable of current best practices in sponsored administration
models.
Assume a leadership role on A-133, A-21 and CAS matters. Collaborate
with
various operational areas to develop business system improvements that
meet the
short and long goals of Finance and Administration.
II. MAJOR AREAS OF RESPONSIBILITIES
Major Responsibility Effort: 40%
Responsible for the overall management of the post award
administration and
coordination of grants and contracts administration with the pre
-award as well
as departmental administrators. Establish and implements long and
short term
operational, strategic and performance goals for grants and contracts
administration that ensure compliance with federal requirements and
high level
of customer service with departments. Assume a leadership role in
Brandeis
University initiatives. Provides support and direction to Sponsored
Accounting
Staff with emphasis on the delivery of customer service to
departments. Identify
areas for improvement that are consistent with the goals of Finance
and
Administration
Criteria for Success
Effective and efficient management reports to detect early warnings
and
potential problems. Continual improvement in post award administration
to
departments that can be measured in the timeliness, accuracy and
quality of
service being delivered. Development of Sponsored Accounting Staff as
evidenced
by enhanced job satisfaction and staff training. Improved relations
with related
areas that service the research community.

Responsible for updating and maintaining sponsored administration
procedures.
Recommend and implement new policies and procedures to ensure a high
level of
customer service and compliance with federal cost principles. Analyze
and
evaluate new technologies to determine impact on Sponsored Accounting
(SPA)
operations and the research departments.
Criteria for Success
Developed work processes that are efficient and effective for SPA,
related units
and departments. Develop mechanisms to evaluate the effectiveness of
the
processes on customers. Improved compliance with A-21 as evidenced by
minimal
A-133 findings. Elimination of repeat findings in A-133 audit.

Major Responsibility Effort: 20%
Interpret federal & non- -federal regulations and policies.
Collaborate with the
Office of Grants and Contracts, Indirect Cost analysis, Budget Office
and other
related offices to ensure consistent application of efforts. Develop
coordinated
work plans with these areas that allow for smooth and efficient work
processes
within the constraints of the University.
Criteria for Success
Improved and efficient work processes that lead to increased
cooperation among
units involved with sponsored research. Open communications that
provide for the
flow of information among units. Keep senior management informed of
impact and
changes.

Establish primary interface with agency auditors, contract officers
and grant
specialists for negotiation and management of sponsored projects.
Maintain close
communication with audit groups and outside agencies in settling
interpretation
and application of regulations, audit concerns and other issues
regarding
sponsored accounts. Maintain and establish contacts with organizations
for
information exchange.
Criteria for Success
Develop and issue memoranda regarding grant concerns and formal
responses to
audit issues. Resolve issues with auditors and agency personnel.
Represent
University at seminars/organizations involving SPA grant and contract
administration.

V. QUALIFICATIONS
Position requires a degree in Management or Accounting with 7 plus
years of
managerial experience. MBA preferred. Knowledge of A-21, A-133 and CAS
requirements required. Must possess strong written and oral
communication
skills, be service oriented and able to manage in a continuous
improvement
environment.
