Correct me if I'm wrong, but isn't the Grants Officer at the NIH institute
supposed to send pink sheets to OPRR when his/her agency plans to fund a
project that involves human subjects ? Then, isn't OPRR supposed to evaluate
the project to determine if anything else is needed besides local IRB review
(i.e., SPAs, IIAs etc.) ? In the end, how do we know what OPRR decided ? (We
don't always get the standard letter from OPRR when SPAs are needed for
non-MPA sites on our projects. Go figure.)
