We have experienced problems with PHS SF 269s due to the streamline process of
not submitting annual financial reports-only final reports.  Usually a PHS
official will call me if I do it incorrectly or I have to call them for
assistance.

Subject: Electronic filing of Expenditure Reports

Staff have told me that they are experiencing several problems in the
electronic submission of grant expenditure reports under "expanded"
authority guidelines.

It appears these problems stem primarily from the cumulative effect  of
multi-years expenditure, and lack of actual numbers for "prior year
carryover".

Are we unique in this situation, or are other organizations running into
these problems also?   Any comment on or offline will be appreciated.
