I would first suggest going to your printer settings (properties) and
checking setings for "Unprintable area" on the PAPER screen.  If the
settings are set differently, modify the printer that is not responding
correctly.  HP allows the units to be entered in thousandths of an inch,
sor usually 250 (or .250) will correspond to a default of a 1/4" margin
around the page.
