Although our situation is much like Betty's, we also have
some funds avaiable through our International Programs
office to add to the pot for those who are traveling outside
of the country.  Those funds grew out of an endowment and
new donations for international activities.

I suppose the institution is able to choke up some sort of
in-kind via discretionary funds and has done so in rare
instances, but those dollars are hard to get.
