It also should be explicitly stated in your F&A rete negotiation letter.
Please note that certain agencies, NIH in particular, have a deviant
interpretation of "each subgrant or subcontract". They assume that a
single subaward will be negotiated for the entire life of a competetive
period, and will budget that "F&A on the first $25K" only on the first $25K
over all the years of the competetive period. A colleague in their policy
office admitted that the reason was budgetary; remember the golden rule:
"he who has the gold, rules!"
