Jane, we've been doing it for years.  We use almost the same clauses as for
a domestic sub.

For a while, the audit clause was a problem, but OMB finally realized that
other nations have other audit practices.  For example, we work with a
university in Norway which is a governmental entity, and they get some sort
of audit review, but rather different in style than the common practice here.
