5 business days (budget and text) we do all routing, copying, mailing so
we expect to have time to review and make necessary changes, route, copy,
and send within this time.

exceptions crop up for newbies (those never having gone through the
process before) and for "institutional priorities" (projects developed to
address development needs of the institution - e.g., regional foundation
deadline, proposal due tomorrow). The exceptions are frustrating to us,
particularly when the proposal needs major work. There have been two
recent cases of exceptions NOT having been granted. My approach is to sit
down with the faculty member and list all of the items that they need to
pull together, signatures required, etc -- it becomes clear to the faculty
member whether or not they have the time to make it happen.
