Contracts Officer (Prin. Administrative Analyst I)
Starting Salary: $45,200 - $56,500 per year
Closing Date: 01/30/98
DUTIES: Reviews proposals to extramural sponsors to ensure the proper
commitment of University resources and compliance with University and
agency regulations; provides assistance to faculty and staff regarding
proposal preparation and submission and award administration;
coordinates approval process; develops and negotiates contract agreements
with private sector sponsors; ensures compliance with prime award terms
and conditions; recruits, trains and supervises Grants Officers; assists
in the development of campus training courses and serves as an expert
instructor; drafts campus policies and procedures related to research
administration.
REQUIREMENTS: Detailed knowledge of Federal Acquisition Regulations
(FARs); Code of Federal Regulations (CFRs); Office of Management and
Budget Circulars (A-21, A-110, A-133) and demonstrated expertise in
interpreting and explaining these requirements; detailed knowledge of
Federal Agency policies including Public Health Service, National Science
Foundation, Department of Energy, Department of Defense, Department of
Education and NASA; significant experience in developing, negotiating a
variety of agreements including creative problem soling and effective
decision making; strong analytical skills sufficient to conduct
comprehensive analysis; working knowledge of IBM compatible personal
computers with experience working with Word; financial analysis and
budgeting experience; grammatically correct, clear, concise, and accurate
business correspondence; ability to collaborate effectively with
colleagues and work as part of a team; ability to develop and implement
office procedures and supervise subordinates.
DESIRABLE: Master's degree in a related field and six or more years in
research administration or contract negotiation/management; or an
equivalent combination of education and/or experience within research
administration or contract negotiation/management. Detailed knowledge of
University policies and procedures related to research administration and
significant experience in interpreting, explaining and applying these
polices.
