We renegotiated our rate last year through the NYC office; it wasn't such
a bad experience either.  For my first big challenge after taking over this
office, it went pretty well.  They were specific and helpful about what
exactly had to be submitted and provided a copy of our previous
application since no one here couldn't find ours.  Get all the rules and
regulations -- they are all online now, don't call and wait for mail.  I let
accounting do the hard number crunching work, then wrote a
justification for what they came up with and sent it in.

In a couple of weeks they called and we worked it out over the phone.
Our rate was high to begin with and accounting came in with a really
high rate.  They took out some numbers and came up with a rate still
higher than our previous rate and that was higher than their comfort
level.  We discussed their limits and the prolonged effort to get a rate
over their limit.  So we kept the old rate.

Whole process took about two months, longest part was when
accounting was working on their numbers.
