Brian,
I made a similar query on RESADM about a year ago.  I don't have the
details anymore, but basically learned from about a dozen responses that
about 10-12% is all you'll get from Forest Service/USDA--if you're
lucky!  I didn't find anyone then who had received the full IDC rate.
If you are successful in negotiating it any higher than 12%, please let
the list members know.  Good luck!
