A heads-up on a sub-agency interpretation of regs:

National Cancer Institute has decided that no-cost extensions granted by
the institution under the expanded authorities are only acceptable to them
if they are in the  time period 2 to 4 months before the end of the budget
period.  We submitted one early in the final year (about 10 months ago),
and this morning NCI requested we resubmit.  They agreed to accept it as
submitted only after I insisted that I wanted a written communication
explaining this expansion on the written regulations.
