While I would agree that it is not the RESPONSIBILITY of the prime institution
to enforce the policies of the "consultant"'s institution, I think it may be
wise to touch base with the institutional officials to head off trouble.
After the grant is awarded and subcontracts are signed, the "consultant" may
suddenly realize that the payment should be made to his/her institution and
should have included indirect costs! Such things have been known to happen .
. .! It causes everyone trouble to try to correct a problem after the fact
when it might have been prevented with one phone call up front.
