If this person is working at a University and he/she is doing part of the
Scope of Work, it is likely that they are using University facilities, and
if that is the case, you should subcontract with the University.  However,
it depends on what they are doing and again whether they are using
university resources.  Are they simply gathering data and turning it over
to you PI or are they doing a portion of the project that will require
reporting to your PI, that they will in turn include in their report.  If
that is the case, again you need a subcontract, to determine publication
rights, patent rights, etc. Ask your PI for a Scope of Work and a budget
for this person, that should give you a much better idea as to how this
should be contracted.
