Fringe benefits fall under expanded authorities, so you can always
adjust upward if necessary, just as you can with salaries that increase
more than the standard escalation rate.

A-21 basically states that the indirect cost rate at the beginning of an
agreement can not increase over the life of the agreement.  Does the
same apply to the negotiated fringe benefit rate?
