ASSISTANT VICE PRESIDENT FOR BUDGET AND FINANCE
Founded in 1807, the University of Maryland, Baltimore is the
health and human services professions campus of the University
System of Maryland with schools of dentistry, law, medicine,
nursing, pharmacy, social work, and a graduate school. Its
23-acre campus, which also hosts the closely-related but
independent University of Maryland Medical System (UMMS),
University Physicians, Incorporated (UPI), University of Maryland
Medical Biotechnology Center (UMBI), Veterans Affairs Medical
Center (VAMC), and both the Walter P. Carter Center and Forensic
Medicine Center of the Maryland Department of Health and Mental
Hygiene, dominates the western edge of downtown Baltimore. With
an estimated campus daily population approaching 20000 persons,
it is a vital resource to Baltimore City and the State of
Maryland, providing education, research, and critical services
and having an annual economic impact of over $2 billion. The
annual operating budget is approximately $380 million.
The Assistant Vice President for Budget and Finance serves as the
University's chief financial officer and is one of four Assistant
Vice Presidents reporting to the Vice President for
Administrative Services. As a senior administrative officer, the
Assistant Vice President participates in the formation of policy
and management strategy, is expected to provide management
leadership in financial services, budget development, financial
systems development, and in the delivery of administrative
computing services to the University community.
In coordination with the Vice President for Administrative
Services, the Assistant Vice President provides guidance in the
development and administration of the University's budget. This
position directs the preparation of the University's financial
statements, prepares and facilitates interaction with internal
and external auditors, is responsible for the
development/negotiation of the indirect cost rate for the campus,
and serves as the campus coordinator for the University
System-wide current financial management and human resource
systems and for systems that will be developed and implemented
over the next several years. Reporting to this position are the
Director for Administrative Computing, the Director for Budget
and Financial Analysis, the Director for Budget and Financial
Support Services, and the Director of Financial Services.
In addition to interfacing regularly with University executive
leadership, the position interfaces with the State legislature,
Federal/State agencies, Maryland Higher Education Commission,
University System of Maryland, and the University of Maryland
Medical System on related financial issues.
The candidate for this position will have ten years or more of
professional experience in a leadership role, preferably in an
academic health center or similar setting, and a CPA or Master's
degree in a related field is preferred. This person should have
an understanding of, and appreciation for, the complexities and
intricacies of operating in a very decentralized administrative
structure, have strong communication and interpersonal skills, be
a seasoned financial analyst and strategist, and an energetic and
visionary leader.
