Has anyone else figured out exactly what NSF meant in their July 10 New
Criteria for NSF Proposals Notice No. 121?  Point 1 seems to say that every
proposal will be reviewed according to the criteia in the current program
announcment for that program, but Point 2 seems to say the new criteria
will be used after October 1 whenever any current program announcement
refers to the GPG.

Am I the only one confused by this notice?  Can anyone enlighten me?  How,
for example, will ILI grants be handled?
