We are a state institution, and grant the faculty member a
"release from teaching."

We have developed specific forms which requires the faculty member to
justify the "leave."  Most often, in the case of external grants, the
proposal is the justification.

AT THE PROPOSAL STAGE, the University agrees to maintain the faculty
member on regular salary with approval of the department head and
dean provided that the stipend equals at least half of the faculty
member's pay.  If not, the dean may make exceptions.

It is only fair that the faculty member understand any
restrictions BEFORE the award is made. A leave without pay may be
granted in certain cases, and the fellowship is what the faculty
member gets.

If the check can't be made out to the institution, we have the
faculty member turn over the check to the institution, in return for
receipts which the faculty member uses at IRS time.
