Hi, all you terrific people out there!!!  Okay, so I want something.  I
need feedback on a problem that Air Force is having and it has now
become critical.  I got involved in this problem because my boss hears
me tell him and everyone what a great group we are and that we can solve
just about any problem we're faced with, so please help.  AF has had 4
budget cuts in 6 months and are facing another one in the next few
weeks.  Every cut they take this year will automatically be cut from
next years budget.  So far they have been able to cut only projects that
were intended to be funded not those already funded, but this next cut
will come from funded grants and contracts.  The problem, Universities
aren't spending fast enough.  I know, we've heard this from all the
agencies, but AF has serious problems. They spent some time at their
billing facility thinking that there was a bottleneck there but they
only received 4 invoices in a week.  They have gotten permission from
the legal eagles to allow Universities to bill 3 months in advance.
Now, the problems are that we bill for summer salary in the summer and
some colleges bill for higher stipends for students in the summer, and
the problems involved in setting up interest bearing accounts for the
early billing is a problem.  Can you offer any advice or info to help AF
with it's problem.  I don't know about the rest of you, but I certainly
can't afford a cut in my budgets.  Please respond to me here or at
