At WSU, the Dean and Chair's signature is (already) required on our
Transmittal Forms only if cost-sharing or release time is involved.  The
change was made after a study determined (among other things) that the
Deans and Chairs actually had no idea of how many proposals they were
signing off on each year!  (Note:  If funds are committed from a
non-academic area, a sign-off is required from that area's supervisor.)
The Deans and Chairs get copies of the Transmittal Form, so they are
informed of research activity.  "No-cost" proposals require the signature
of only the Project Director, the Grants Director, and an authorized
official (President of VP).  What I'd be interested in learning is has
anyone out there set up an electronic form for grant submission approvals?
How do you handle signatures?  What software do you use?
