I assume your question refers to centralized computing facilities. Way
back (70s), computing centers established charges (e.g., CPU usage,
storage, printing, etc.) and a project that proposed using the facility
included a direct charge based on estimated usage. The charges were
calculated based on current facilities and included anticipated
necessary expansion, both hardware/software and personnel. At previous
institutions, we had a campus rate, a research rate, and an external
rate. But, I think, over time, such fees have migrated to indirect cost
formulas, except for special needs. I actually prefer the direct
charges, but...

We don't have a written policy in place, but if a particular project has
specific wiring, personnel, etc. needs and use can be *directly*
attributed to the project and can be justified, I would direct charge
it. Otherwise, it's in our IDC formula.
