To </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>accomplish this task, programs have been implemented by USAF-FAP to help </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>families build strengths and resiliencies, and to intervene and treat </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>family violence where required. These efforts are based on the premise </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>that programs which contribute to increased family well-being by preventing </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>or treating family violence have a direct effect on the quality of life in </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>USAF communities and make a significant contribution to USAF mission </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>readiness.</fontfamily><fontf= amily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>An important component of family violence prevention and treatment efforts </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>is the documentation of program effectiveness. Two fundamental indicators </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>of family violence program efficacy are reduction in frequency and in </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>severity of family violence.</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>The two purposes of the project described in this announcement are to </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>develop a family violence severity measure, and to develop a method of </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>determining rates of family violence in USAF communities. These will be </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>used to establish base rates of family violence and to determine changes in </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>family violence frequency and severity over time.</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>CSREES has been extensively involved in the development of community-based </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>programs to meet the needs of families. Through its Children, Youth, and </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>Families At Risk (CYFAR) Initiative, CSREES is collaborating with other </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>organizations nationwide to support development and implementation of </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>programs to serve children, youth and families in at-risk settings. A </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>major focus of the CYFAR Initiative is a commitment to programs such as </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>those administered by USAF-FAP which focus on helping families build </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>strengths and resiliencies.</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>PROJECT TASKS:</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>1. Develop an objective family violence severity measure that can be used=20 </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>by USAF-FAP field staff, clinicians, and others in family violence </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>substantiation and treatment efforts.</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>The measure currently used by USAF-FAP to assess family violence severity </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>is a grid consisting of seven 5-category indicators. Each indicator taps </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>one of seven dimensions of family violence: child physical abuse, child </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>sexual abuse, child neglect, child emotional abuse, spouse physical abuse, </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>spouse sexual abuse, and spouse emotional abuse. The five categories </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>range from none (abuse/maltreatment not substantiated) through mild, </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>moderate, and severe abuse/maltreatment, to death (the most severe level).=20 </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>Categories are defined by the severity of injuries received and level of </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>treatment required.</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>Information about the accuracy and consistency of this measure is not </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>available. This first task will review and compare objective family </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>violence severity measures currently used by field workers, clinicians, and </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>others, including the measure being used by USAF-FAP. Based on this </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>comparison, an appropriate instrument for measuring family violence </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>severity will be selected, modified, and/or developed to obtain the optimal </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>combination of accuracy, sensitivity, consistency, and ease of operation </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>with USAF families.</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>This task involves but is not limited to the following steps:</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>a. Critically review the literature on measuring severity of married </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>partner violence and child maltreatment. This review may include focus on </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>the conceptualization, development, validity, reliability, and application </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>of objective family violence severity measures.</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param> </fontfamily><fontfamily><pa= ram>Times</param> </fontfamily><fontfamily><param>Bookman</param>b. Assess the quality and utility of the family violence severity index </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>currently used by USAF-FAP, in light of the most recent literature on </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>family violence severity measurement and in comparison to the quality and </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>utility of other objective measures currently used in the field.</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>c. Revise/develop a family violence severity measure to optimize </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>sensitivity, accuracy, consistency, and feasibility (e.g., ease of </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>administration, ease of interpretation, ease of coding, etc.). This step </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>may include but is not necessarily limited to:</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param> * Identifying critical dimensions of married partner violence and child </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>maltreatment</fontfamily><fon= tfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param> * Determining appropriate indicators</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param> * Designing instrument format and composition</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>d. Pilot test the family violence severity measure to refine measurement </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>structure, establish internal consistency, and develop administration </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>protocol. This step may include but is not necessarily limited to:</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param> * Refining measurement conceptualization (e.g., clarifying definitions </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>and operationalizations)</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param> * Refining measurement structure (e.g., determining most appropriate </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>items and item combinations, etc.)</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param> * Establishing preliminary psychometric qualities (e.g., internal </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>consistency, heterogeneity of scores, etc.)</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param> * Developing protocols for instrument administration, interpretation, </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>and data-coding</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>2. Develop estimation strategies and models that can be used to establish </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>and monitor, directly and indirectly, incidence rates of married partner </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>violence and child maltreatment in USAF communities.</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>The purpose of the second task of this project is to develop incidence </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>estimation strategies that can be used by USAF-FAP to obtain the most </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>accurate estimates of the incidence of family violence in USAF communities.=20 </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>Current information on USAF family violence incidence rates is limited to </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>reports received by USAF-FAP. The proposed strategies will allow USAF-FAP </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>to more accurately estimate the true incidence of family violence in USAF </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>communities.</fontfamily><fon= tfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>The estimation models to be developed will allow USAF-FAP to determine </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>initial base rates for the incidence of married partner violence and child </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>maltreatment in USAF communities, and will allow periodic assessment by </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>USAF-FAP thereafter.=20 Possible family violence incidence rate estimation </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>models could involve multi-method, multi-stage approaches.=20 </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>This task involves but is not limited to the following steps:</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>a. Critically review the literature on estimating the incidence of </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>married partner violence and child maltreatment. This review may include </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>focus on family violence incidence estimation theory, methods, </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>design/implementation strategies, and other related issues and relevant </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>literature.</fontfamily><font= family><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>b. Develop a feasible estimation model/strategy for the establishment of </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>initial base rates for the incidence of married partner violence and child </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>maltreatment in USAF communities. This strategy could involve, but is not </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>necessarily limited to, a design triangulating results from several data </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>sources simultaneously (e.g., USAF community surveys, USAF-FAP agency data, </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>independent reports from base command and key informants, etc.)</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>c. Develop a feasible estimation model/strategy for periodic assessment </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>of incidence rates of married partner violence and child maltreatment in </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>USAF communities. This strategy could involve, but is not necessarily </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>limited to, a design which includes an estimation algorithm based on </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>results from the initial USAF family violence incidence base rate </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>estimation.</fontfamily><font= family><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>PROJECT COORDINATION:</fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>The project will be coordinated by the National Network on Family </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>Resiliency (NNFR), an arm of the CYFAR Initiative devoted to support of </fontfamily><fontfamily><param>Times</param> </fontfamily><fontfamily><param>Bookman</param>family empowerment programs.
