Hello to the non-university funded research organization staff members:

I'm interested in hearing about how administrative expenses (such as grant
writers, secretaries, non-capital equipment purchases) are paid for in your
organization.  Do you allocate ALL expenses to grant applications?  Is there
a "subsidy" that your organization pays to keep your dept. in the black, or
are most on soft monies?

When we receive a grant that allows indirect expenses of 9% and actual
indirect expenses are  23%, we can't make up for the shortfall by increasing
volume.
