 We are in the process of reviewing our policies and procedures to =
ensure that we are in compliance with CAS.  My task force is reviewing =
effort reporting.  In our discussions, we have defined a problem we have =
on campus and I don't think we are the only University that has had or =
has this problem.

 We have faculty that have been hired in a tenure track position.  They =
are currently being supported 100% by sponsored research.  (40 hours a =
week)  They are also teaching and participating on committee etc. (the =
hours over 40).  One faculty member feels that the hours greater that 40 =
is "donated" services.

 We also have faculty that are "required" to spend time in the clinics =
but are also supported 100% by sponsored research.  There could be more =
instances that we are not aware of, but the problem is the same =
regardless.

 Can we define a work week for faculty to be 40 hours and that anything =
over and above is "donated" services.  If so, how would this be handled?

 Has anyone else had to face this issue and been able to solve it?  This =
faculty member is afraid that if we say the University must pick up her =
salary for the teaching and other activities that she will then not be =
allowed to teach and receive tenure.

 I would appreciate any recommendations/resolutions that you would be =
able to share with me.
