Program Administrator I
FUNCTIONS
Under direction, assists with the development and monitoring of Health
related programs, plans, organizes and coordinates the day-to-day
operations and functions related to the educational, clinical, and
research mission of the Department of Rehabilitation Medicine and the
Neuromuscular Institute. May also have direct clinical responsibilities
in areas where education, certification or license allows.
DUTIES
1. Conducts long and short range departmental needs analysis. =
Determines need for revision of existing and/or creation of new
programs. Integrates proposed programs into the existing framework of
services. Undertakes studies as needed to identify program needs. =

2. Develops structured clinical data collection to facilitate program
analysis and research. =

3. Develops and submits administrative plans and devises implementation
and control procedures which will ensure that administrative and
clinical services are delivered in an efficient and effective manner. =
Investigates administrative problems, initiates solutions, or recommends
changes to the Center Director. Prepares comprehensive narrative and
statistical reports containing technical findings, conclusions and
recommendations. Performs investigations and prepares reports with
recommendations for the Center Director=92s informed decision making.
4. Provides direct assistance in the conduct of research.
5. Prepares grant applications for funding of specialized clinical and
research services.

6. Develops projections of program source requirements including
specialized professional services essential to attaining the
Department=92s goals and objectives. =

7. Arranges for educational conferences, training workshops and
orientation programs, give talks to various public and private
organizations and the general public. =

8. Prepares official correspondence, responds to inquiries as directed
and distributes informational materials. =

9. Identifies under direction, departmental staffing needs, selects,
trains, supervises, evaluates, promotes and/or disciplines subordinate
professional staff. Orientates and ensures the integration of new staff
members into the department and work unit. =

10. Plans and schedules work within the department to maximize
utilization of employees, equipment and material within budgetary
requirements. =

11. Assists the clinical faculty with the organization and
implementation of training programs for students and residents to assure
compliance with the UMDNJ policies and procedures.

12. Develops new fee schedules and methods of reimbursement including
contracts in conjunction with the faculty, payors, and local area
practices. =

13. Optimize reimbursement by proper coding of all medical and surgical
procedures performed by the faculty. =

14. Prepares budgets and monitors projections for all Department=92s
financial operations and revises them as needed. Analyzes and
interprets operating budgets to determine that all appropriate expenses
are included. Manages budgets and maintains record of fiscal
expenditures. Maintains liaison with Faculty Practice Business Office,
Grants Office, etc. Prepares, presents, and executes departmental
budgets based on anticipated expenditures and revenues under the
established UNDNJ guidelines. =

15. Directs the supervision, control and management of the Department
patient accounting system which includes billing, cashiering and
collection. =

16. Plans and directs the preparation, presentation and execution of
budget justification. Determines short and long range operating
objectives and needs of attainment of same through planned budgetary
actions. =

BACKGROUND
Graduation from an accredited college with a Master=92s Degree plus a
minimum of two (2) years experience in the development and operations of
programs, preferably in a rehabilitation health care setting. =
Applicants may substitute additional related experience for the
educational requirement on a year for year basis.
