The University of Connecticut has such a foundation (the UConn
Foundation). Without going
into a very lengthy discussion about the pros and cons, I think one
of the key elements is the political climate. That is, your state
legislature must see this as an advangate to its state institutions
and must be willing to grant them that "freedom" to operate with such
a foundation. Otherwise, it may be a struggle.
