The TIIAP is the Telecommunications and Information Infrastructure
Assistance Program from the U.S. Department of Commerce, National
Telecommunications and Information Administration. Proposals are due
by March 27, 1997. You can find it on the web at:

It's pretty lengthy and complex. Pretty short turnaround if you're
interested in submitting. ORAU (Oak Ridge Associated Universities)
recently requested any universities that were interested to contact
them for "package" deal to submit.
