My questions relate to NIH awards that are noncompetitely renewed:

PHS policy statement states that significant rebudgeting occurs when
expenditures in a single cirect cost budget category deviates from
the categorical commitment level established at the time of the
competing award by more than 25% of the TOTAL AMOUNT AWARDED...

What is the total amount awarded?  Is this the amount in the current
budget period or the overall project period?

For preaward costs, my question is almost the same:

Can you have preaward costs inbetween budget periods, or only at the
beginning of the project?
