A P.I. brought me a draft proposal for NASA Headquarters in which he =
wants to propose a subcontract to TVA. I don't think I can use funds =
from one federal agency to subcontract with another federal agency but =
can't find the specific citation and feel sure he will ask for it. (I've =
used up all of my just-because-I-said-so chips this week.) A reference =
would be appreciated!
