IRS Rules Regarding Stipends and Honoraria Neil Herbkersman 04 Mar 1997 08:10 EST

We're having an internal debate about the method of paying stipends and
honoraria for high school teachers from grant funds.  Should this form of
payment be handled through payroll with appropriate federal and state
withholdings?  Or, should this form of payment be handled through accounts
payable simply sending a check to the teachers as we would handle any
other vendor?  We cannot find IRS rules to tell us how to handle this.
