This year's version of the so-called Stevens Amendment is
in the Omnibus Consolidated Appropriations Act Fiscal
Year 1997, P.L. 104-208, Section 507.
You mentioned you received an inquiry about the Stevens
Amendment from a subcontractor. The Stevens
Amendment applies by its own terms only to "grantees." I
don't think the feds have told grantees to flow it down to
subcontractors. So you could just leave it out of the
subcontract. At PHI we decide on a case-by-case basis
whether to put it into a subcontract, on the basis of whether
we think the sub is going to be issuing the kind of
announcements covered by the Amendment.
