review indicates that certain programs for federal financial assistance may
be subject to review at the state level if the state so chooses.
Submission of a copy of the proposal to the state prior to submission of
the proposal to the agency is the standard requirement in most states (that
may mean the entire proposal or just certain parts, 30-45 days seems to be
the norm). Check with the state (normally the Governor's office) to
determine who is the state "single point of contact" (SPOC).
Note: This federal Executive Order replaced OMB Circular A-95's
requirement that certain federal programs must be reivewed at state level.
