At the College of Charleston, a comprehensive state university (although
we sometimes continue to call ourselves a primarily undergraduate
institution), this coming fall's start-up package for new
chemistry/biochemistry professors will be about $16,000 for equipment and
supplies plus up to $2,500 for a PC, printer, and network hookup.  I think
all of the funds come from the department but are approved through the
normal budgetary process when new faculty lines are added to a department.
