Has anyone had any experience dealing with the International Science
Foundation? One of our foreign subcontractors has asked us to submit a
proposal to the Foundation requesting their services in the transfer of
funds from our university to the subcontractor in Russia.

According to the Foundation's literature, "eligible organizations and
government agencies may now use ISF's unique transfer mechanisms to send
funds to the [former Soviet Union and Baltic countries] tax-free...."

I would appreciate hearing from anyone who has had experience (good or bad)
with this organization.
