Where is the combined office housed?  In the University?  At the
College Level?  Under the VP for Research?  Under the VP of
Administration/Fiscal Affairs?  In an auxilliary orginization such as a
Foundation?

How does the "housing" of the combined office relate to faculty advocacy
in providing funding information and submitting proposals?
