You can find several organizations that write proposals on a contractual
basis listed in the back of the Chronicle of Philanthropy (sorry, I don't
have a copy in front of me or I'd list a few).  Most of these keep a
"stable" of writers on call and serve as brokers.

You may also find people otherwise fully employed that look for proposal
writing jobs on the side.
