Human Subjects Protection - NYTimes Article

I'm writing this wearing my hat as a faculty member teaching a grants
administration and
proposal writing course. Tuesday's New York Times carried a front page story
about the
relaxation of provisions in the human subjects procedures to allow enrolling
unconscious trauma
patients in studies without informed consent under some circumstances. The
article indicates
that the changes go into effect this week, but doesn't offer a citation. The
most recent CFR
citation on the NIH/OPRR web page is for the 1991 revision.
Can anyone on the list cite the regulations that allow for these changes?
