There used to be a "maintenance of effort" requirement for many federal
grants (such as the TRIO programs and Cooperative Education) that required
an institution to put in at least the same amount of "cost-share" in the
project as it had in the previous year.

Can anyone tell me if this "maintenance of effort" regulation  still
exists, and if so where I can find it?

I searched both EDGAR and OMB A-110 but can't seem to find evidence of
it anymore.
