This question is directed toward those people at institutions which
have a technology transfer office separate from the pre-award office.
How is negotiation of intellectual property handled at your
institution?  Does the responsiblity reside with the technology
transfer office, the pre-award office, or is it shared between the
two?  Any insights you could provide would be appreciated.
