Per the NICHD P30 Guidelines:

"Use of center core grant facilities by projects located at
organizations other than the grantee institution is not generally
allowable.  Exceptions will be evaluated on an individual case-by-
case basis by NICHD staff.  Justification for exceptions must
adequately address the use of the core and demonstrate
collaboration with the center's internal research projects."
