$2 bills --

Back when I was in the Navy there were still seaports that had trouble
with the concept of being courteous to sailors and their families,
probably because of the trouble in waterfront bars (clearly a perplexing
problem for the owners of department stores, grocery stores, etc. miles
from the "action.")  So, every once in a while, usually after some
incident had hit the papers and the townies were all in an uproar, the
Navy would pay the low income sailors with $2 bills.  This usually had
the effect of letting the all townsfolk know where their bread was
buttered.  Eventually sailors' pay crept up into triple digits and the
practice became unworkable.
