University of California Irvine currently has a Scarce Medical
 Services agreement with the local Veterans Administration Medical
 Center to provide anesthesiologists.  Over the years UCI has had
 numerous discussions with VA Contracting Officers about full
 reimbursement of costs (with some success).  The agreement is nearing
 renewal and we would like to find out if other institutions have
 similar agreements with the VA, what problems have surfaced, and how
 these have been resolved.  We'd be glad to share our experiences as
 well.
