Elaine Brock's point that the clinical trial idc rate issue is complex is an
understatement!  One thing that might help me is knowing the answer to what
would happen to our sponsored research rate if we developed a separate rate
for clinical trial and other "testing" work (and, of course, what that
hypothetical clinical trial/testing rate would turn out to be).  Has anyone
done this at their own institution (even only theoretically)?  If so, was
there a significant impact on the sponsored research rate?  Did the "clinical
trial/testing" rate turn out to be in the 20-25% range?
