It is an operating foundation somewhere in Iowa (as I recall from dealing
with them 15 years ago).  It organized conferences on international relations
issues, then, which included participants from universities, national
governments, and international organizations.  Maybe the Foundation Center
Data Book has their address.  I have not known of them giving grants.
